On July 9, 2009 HUD issued its 2008 Annual Homeless Assessment Report to Congress, a national study that explores changes in the extent and nature of homelessness nationwide. HUD’s assessment concludes that while overall homelessness in America held fairly steady from 2007 to 2008, the numbers of homeless families seeking shelter have increased. The significant time required to gather information for the national annual assessment results in a delay in reporting the impact of immediate economic conditions on homelessness. To address this limitation, HUD is launching a new standard of quarterly data reporting that will allow the Department to track real-time changes in homelessness. The first Quarterly Report for the Homelessness Pulse Project focuses on data from nine geographically diverse areas across the country. You may access the 2008 AHAR, 2008 AHAR Summary, and the Homelessness Pulse Project Report from the links below. Are you hiring? Are you looking for an HMIS consultant? Do you know someone who is?

A new job board is now available on www.hmis.info. The goal of the job board is to assist the HMIS initiative as a whole by linking HMIS organizations in need to experienced HMIS professionals.

Any organization doing HMIS-related work can use the job board to advertise vacancies or consulting needs. We welcome postings by HMIS implementers, homeless service agencies, HUD offices, vendors, HMIS solution providers, technical assistance providers, consultants, and others. Jobs can be full-time, part-time, or contract-based.

All registered users can post a job, which becomes "live" after an HMIS.info administrator approve it. Job board features include a weekly digest, email to a friend, and the ability to manage jobs you posted or are interested in using "My HMIS.info". In order to keep the board current, jobs expire after sixty days. However, job posters may manually extend the posting for an additional sixty day period as many times as needed with the click of a button.

HUD’s Annual Homeless Assessment Report to Congress measures homelessness over time, allowing researchers to expand their body of knowledge beyond more limited estimates in the past. HUD unveiled new data from Continuums of Care (CoC) that indicates 754,000 persons are living in emergency shelter, transitional housing, and on the streets on any given night. In addition, data from Homeless Management Information Systems (HMIS), available for the first time, indicated that 704,000 persons used emergency shelter and transitional housing during a three-month period (February-April) in 2005.

“This first-of-its kind study is a huge leap forward in our understanding of not only how many people are homeless, but also what their needs are,” said HUD Secretary Alphonso Jackson. “We’ve got to remember that behind these numbers are people – individuals and families who are struggling to survive. This first report and those that follow will help us gauge how well our efforts, as well as those of our partners at the state and local level and the nonprofit sector, are working to help the homeless. We all must work in concert together to help our nation’s most vulnerable.”

Clicking on a state will provide a list of HMIS implementations in the state along with the CoCs participating in that implementation. Clicking on a particular HMIS implementation will provide more information about the HMIS project as well as contact information and links to peer-to-peer documents from that community posted on this site.

You may also search for a community from the search box on the left side of the page. Choose the "Community" radio button, and search for an HMIS Implementation name, a Continuum of Care Name, or a Continuum of Care Code.

The new HMIS.Info portal includes a number of new features that will make it easier to find the HMIS resources you are looking for.

Are you New to HMIS? If so click on the HMIS for Beginners link in the center of the home page. This will take you to introductory resources on HMIS, including a new glossary of HMIS acronyms and terms.
Searching for Something? The new site has two new kinds of search:
- Quick Search: The new quick search feature can be found on the left side of the screen, under the browsing links. You can do a Quick Search for Resources, as well as the name of an HMIS Software product or vendor, or the name of a Community, to find HMIS contact information. Be sure to choose the right radio button that lists the type of result you are seeking.
- Advanced Search for Resources: The Resources link on the top of your screen, will take you to an Advanced Search for Resources. On this screen you can enter keywords or the title of a particular document, and choose whether you want to search for any of the keywords, all the words, or an exact phrase. You can also filter by various categories or by date.
Just Browsing? On the left side of the every page are new links that allow you to access our resources by topic, target audience, conference or event in which the resource was presented, or type of resource, such as "White Paper" or "Newsletter." Each resource is listed under as many topics, audiences and events as appropriate. Browsing by "Source" allows you to see all the HUD-Sponsored resources, Peer-to-Peer documents, or External Links.

  Term – Select “total,” since this logic model applies to one year.
  
  Period – Complete this at the end of your operating year (cell is locked now)
  
  Start Date – Enter the date of the beginning of your project’s operating year
  
  End Date – Enter the date of the end of your project’s operating year
  
  Column 1: Goals and Policy Priorities
  
  HMIS Dedicated Projects are homeless programs. Please identify and enter number that corresponds to HUD goals and policy priority as outlined in General Section of the SuperNOFA.
  
  HUD Goals – HMIS Dedicated Projects should enter c. or 3., “Strengthen Communities” as the goal. There is no need to enter any of the sub-goals listed underneath this Goal;

  HUD submitted its Fifth Report to Congress on its progress in improving homeless data collection, reporting and analysis during calendar year 2005.
  
  The report includes information on HUD’s direct support of HMIS, the National HMIS Technical Assistance Initiative, Hurricane Katrina Disaster Relief technical assistance, the Annual Homeless Assessment Report (AHAR), Departmental efforts to improve reporting and performance measurement, and the Department’s Strategy for 2006.

  Are you part of a CoC or HMIS implementation in an area impacted by Hurricane Katrina or Rita? HUD has deployed the Disaster Technical Assistance Project (DTAP) to provide TA to affected areas in Louisiana, Mississippi, Alabama and East Texas.
  
  HUD has been providing support to CoCs and HMIS systems in the affected areas through the DTAP project since September 2005. In the coming months, DTAP team members will continue to work in the region and will also assist CoCs that are serving evacuees by making a regional resource database publicly available through a partnership with local HMIS and 211 providers.
  
  If you have CoC or HMIS technical assistance needs related to the impact of Hurricane Katrina or Rita, questions, or need additional information on the DTAP project please hit the “Ask the Expert or Request Technical Assistance” button in the upper left corner of this page and your email will be routed to the DTAP team.

  At the 2005 National HMIS Conference held in September in St. Louis, the U.S. Department of Housing and Urban Development presented HMIS Conference awards to over 40 communities for innovation in the Homeless Management Information System (HMIS) field.
  
  The National HMIS Technical Assistance (TA) Team worked in conjunction with key HUD staff to identify award topics and candidates. These HMIS Conference awards recognize the outstanding community work being accomplished across the nation.   Ever wonder how to generate an unduplicated count of persons served throughout the Continua of Care or how to evaluate program effectiveness? These documents provide insight, examples, and strategies for preparing your HMIS data for analysis. Both documents provide practical application of research methods and technical specifications for unduplication of client data to generate accurate results about the extent and nature of homelessness.   “Making the Most of HMIS Data: A Guide to Understanding Homelessness and Improving Programs in Your Community”
  
  This guidebook was developed to provide practical guidance on how communities and homeless assistance providers can use the data stored in HMIS to improve homeless assistance programs and better serve homeless persons. The guidebook focuses on how to use the rich set of data stored in HMIS to learn about the homeless people in your community and thereby develop more effective policies and programs to meet their needs. Based on the experiences of CoCs and researchers across the country, the guidebook includes chapters on using HMIS to understand the characteristics and service needs of homeless people, analyze how homeless people use services, and evaluate program effectiveness and outcomes. The guidebook also provides an introduction to the techniques of unduplication and extrapolation for the purposes of analyzing HMIS data. CLICK HERE to link to “Making the Most of HMIS Data.”
  
  ”Technical Guidelines for Unduplicating and De-identifying HMIS Client Records”
  
  Translating HMIS data into an unduplicated count is not simple. Obtaining an unduplicated count while allowing specialized providers to submit de-identified data is especially challenging. This paper specifies a multi-field approach to unduplication that flexibly and accurately accounts for the possibility of missing or inaccurate information. The paper also proposes a method of de-identification based on hashing, which strongly conceals client personal information. The unduplication method can be applied to de-identified data as well as identifiable data. The guidelines contain both explanatory information of interest to a non-technical audience as well as technical specifications for software developers and database administrators.   HUD Releases "Enhancing HMIS Data Quality" White Paper
  
  Achieving the goals of HMIS requires quality data. This paper, "Enhancing HMIS Data Quality," describes program and system level strategies to improve data quality. Separate chapters provide information and tips for front-line and data entry staff, program directors, CoC and implementation-level HMIS managers and administrators, and software providers. Additionally there is an accompanying PowerPoint training template is available for communities. This presentation can be adapted for local data quality trainings. The appendices include valuable resources, such as a sample data collection form, a list of validation checks for particular fields, and sample data quality reports.   In July 2004, HUD released the HMIS Data and Technical Standards Notice, which provides a framework for HMIS data collection, privacy, and security. This document addresses community questions about these standards, and provides a sample baseline privacy notice that homeless assistance providers can use to develop their community`s privacy notice.   AHAR Update # 6 Now Available!
  
  This update provides guidance on several questions about AHAR reporting requirements and requests for clarifications on certain portions of the table shells:
  
  How to report on clients with missing date of birth
  How to report on clients with missing ethnicity
  Who should be reported in tables ES-IND4 and TH-IND4
  Correcting an error message in Summary Table 3 (p. 1)
  
  The target date for the submission of the AHAR table shells is July 15, 2005. The Abt/U Penn research team will be contacting each AHAR community during the next few days to answer questions and provide assistance in completing the table shells.

  Domestic Violence Provider Participation in HMIS Questions & Answers
  
  The document provides information for CoCs and provider agencies to answer those question s most frequently asked HUD about participation of domestic violence providers in HMIS. Although a deadline for domestic violence provider participation has not been set, HUD has instructed Continuum of Care representatives to meet with Domestic Violence Providers to establish protocols that would protect the safety of domestic violence survivors. This document will provide valuable information that can assist in the discussions with domestic violence providers, community leaders, Congressional representatives and other interested parties.   The Department of Housing and Urban Development`s second annual National HMIS Conference will be held in St. Louis, Missouri on September 13-14, 2005. This conference will provide an opportunity for communication and information sharing between HUD, Continuums of Care, HMIS Administrators, HMIS Solution Providers, research partners and State Policy Academy Leaders.
  
  Attendees will choose from over 30 breakout sessions over two days in four topic areas: HMIS Management, HMIS Participation, Data Analysis & Performance Evaluation, and Final Data & Technical Standards.
  
  Plenary sessions include: a multimedia presentation on Consumer Involvement in HMIS; the latest research in innovative programming to end chronic homelessness; and a federal agency representative plenary on data collection and reporting with the Veterans Administration, Health and Human Services, Office of Management and Budget and HUD.
